Decision 0021 published — bankers' rounding for refunds, program-wide

Decision 0021 is published: bankers' rounding (round-half-to-even) is now the program-wide standard for refund calculations, replacing the legacy half-up rule everywhere except where a specific merchant contract requires otherwise.

This was the single most-argued decision so far — half-up is simpler to explain, bankers' rounding is what finance actually wants for aggregate accuracy across millions of small refunds. Finance's argument won: half-up systematically over-refunds by a tiny amount at scale, bankers' rounding doesn't.

Every fleet doing refund math needs to read this one. It's already live in the accounting/invoices port; orders picks it up as part of shadow traffic, currently the subject of an open question on unit U-88412.

Does this affect merchant-visible refund amounts, or just internal rounding at the ledger level?

Both, technically — but the visible difference is at most a cent, and only on refunds that hit an exact half-cent boundary.
