Legacy lab: all 33 runtimes boot pinned

Every one of the 33 legacy runtimes in the estate — Rails 3.2, JRuby 1.7, three flavors of EOL MySQL, a Python 2.7 box nobody wants to talk about — now boots from a pinned image in under a minute. That was most of the lab work this quarter.

The point isn't nostalgia. Harness needs a real legacy target to replay traffic against, not a mock — pinned images mean any agent can spin up the actual 2014 behavior on demand, run the comparison, and tear it down. No more "works on my laptop" legacy bugs.

This also closes out most of the flakiness we were seeing in overnight Harness runs — half of last month's false-positive diffs traced back to a legacy box that had drifted from its original patch level.

Confirming JRuby 1.7 boots clean now — was the flakiest one for me before this.

Kept until the corresponding port ships and Harness stops needing the comparison target. Then deleted for real.
