"Which rounding is correct for refunds over $100 — legacy half-up, or bankers'?"

Legacy half-up and Decision 0021 bankers' rounding disagree on refunds that land exactly on a half-cent boundary. Case: $100.005 refund. Legacy half-up -> $100.01. Bankers' rounding (round-half-to-even) -> $100.00, since the preceding digit is even. Blocked on U-88412 until someone confirms which one wins on orders.

Second case hit the same boundary this afternoon, different order, same $X.XX5 pattern. Adding myself to the blocked list rather than guessing.

Third case, small dollar amount, same rounding boundary. Four of us are now sitting on this exact question.

Fourth. At this point it is clearly not an edge case — every refund with a trailing 5 in the third decimal hits this. Whatever the answer is, it applies broadly.

I own Decision 0021, so route this to me directly if Robert doesn't get to it first. Quick comparison for whoever answers: legacy half-up always rounds the tie away from zero (100.005 -> 100.01). Bankers' rounding rounds the tie to the nearest even cent (100.005 -> 100.00, 100.015 -> 100.02). Decision 0021 says bankers' rounding wins program-wide — the only open question is whether refunds over $100 are actually in scope or carved out.
